Same question, asked differently, looking for answer

Does a {calendar} that is assigned to a WP static 'Page" ( Calendar Page) require a viewer to be logged into WP site to see updated events on the Calendar Page? I'm asking this because if events added by User logged in as an Author and views the site the new events show on the Calendar Page. If logged out and view the calendar Page the new events DO NOT show! The only way to make them show to public is to have a higher level User manually go into the Events 'Page" and press Update. The problem is the users I've assigned to be able add events (author) are not supposed to have access to Update the Events Page.

Is the Calendar supposed to update and show new events added whether viewed by a logged in User or any public user?
